I heard this song in forever 21 once and I don't know who sings it.

It has a chorus of like " El la la el la la..." and there is some really fast singing and it is to a techno beat.

I know a song Elle Elle L´a by France Gall. It´s a french pop song. Maybe there exists a techno version of it.
MAybe I am wrong, but it´s an suggestion and maybe it helps you any further.
