gais in french doesn't mean gay en english it means "happy"

Il est gai = He's joyful ( happy , cheerful ) .
Il est gay = He's gay .

The two words sound the same way .
That's why I think it was used purposely in this song so people understand the line in two ways : " joyful places " and " gay places " .
These places are joyful & gay , two at a time .
Because Ziggy is actually gay , we finally get it at the end of the lyrics .
