In terms of what else I know - its band-based, kind of alternative - I heard it in 1994 or thereabouts. The artist is definitely a US artist, a similar genre as the Pixies I think.

It played on Rage (Australian music program) that year - the singer is male. I believe it was guest programmed (this airing of Rage) by Frank Black.

I've tried google, lyric search engines, the Rage homesite etc, no luck.
