I did some more research and the style of the group, My Bloody Valentine, seems to fit the music you are looking for. However, I could not verify since my PC has a problem playing any of their songs I sampled.

Well you have got me hooked on knowing the answer to question. After listening to the sample you provided, I was fairly certain that Nico was not the artist you are looking for. The only lyrics that I can make out are close to "keeping to the shadows (shallows?)" and "you won't follow (bother?) me".

The only real candidate from Logan1's list that I see is Kate Bush.

Was I close in my guess at My Bloody Valentine" as a candidate? The critics' reviews of their work makes them sound like someone I should look into.

It is neither NICO nor Kate Bush, I have already checked it.
It sounds more like a kind of a pop song dating 1970-1980.

Atmaster - My Bloody Valentine resembles Velvet Underground a bit.
One of the albums by My Bloody Valentine is similar in style to the sample I've been looking for. It's "Extasy and Wine". But I'm quite sure that My Bloody Valentine is not "the author" of the sample I've put here.
(Sorry for my English, I hope that I made myself understood)
