I remember the Video, but not the title!

I remember seeing a video for a song in Europe, and then in the states. I used to listen to it all the time years ago, but now I can't for the life of me remember the title, or artist. It's electronic music. The video has these grey short little animated guys running around in a world without color. One of them invents these goggles or glasses that make everything look like its in color. He sells them and gets rich. In the end though, he has all this money, and in his office, he looks out through the glasses, takes them off, and the world is still grey and he looks disappointed. It starts of with a synthy intro like "doo doo doo doo" and builds up to a crescendo of beats and this guy singing the lyrics but I can't remember exactly what he said. It would be from the early 00's or late 90's. If anyone can help me with this, you would fill a hole that has been bugging me for months now.
