Any P-funk Fans Out There??

Very difficult one...... if you know it, please tell me and I can go on to heaven!
It starts off with the beat with Parliament/Zapp hand claps (Simmons) and there is a computer noise in the background and there is a voice that appears to sound like Sir Nose and he's saying "HA HA HA HA........... GET UP!.........GET UP!!!........WELL? GET UP!!!!!!!! And then the bassline comes in and it's groovin' from there. I can't remember if was an instrumental and I'm not even sure if it was Parliament with a great attempt to sound like Sir Nose but I do believe it was him. A dj named Julie Summers use to play it in Dallas only on Saturday nights (a jam that you love that don't be gettin' no airplay) and did I mention that this was around 82' to 83'??
