Help me with this Late 80's Early 90's song

I have been racking my brain trying to come up with the Artist and/or Title of this late 80's early 90's song. I don't even remember any of the exact lyrics but, what I do remember goes something like this:



It has alot of Doot Doot Doo Doo Doo Doo Doo's in it and this lady sings about a woman passing on the street pulling up her stockings "and then I spilled the milk"

I dunno that's all I remember. It's driving me bonkers tho.
