lyrics from an old techno song

Does anyone know this song that has the lyrics "and the fishes in the sea...." I believe it was part of the chorus. I remember this song in clubs during 1994-1995. I could never figure out who sang it or even the name of the song. It brings back such fond memories for me. Please, anyone think long and hard about this.
