please help

this song came out around the late 80's. It's has an r&b type sound , kinda like the gap band. Anyways, i can remember that it starts off with a police siren , then the beat kicks in, very nice bass, the song is relating to dialing 911(it's repeating 911 in the chorus,and the song is talking about dialing 911 for his emergency love. i had heard this sound on a friend 12inch record so maybe it was a remix , but i could never find this song....thank for your help
