Looking for song/artist

looking for an 80/90s song..it was sung from an female artist..some of the lyrics i remember was something like," Whoa, All I ever hear is tears,Lies, and No's, ( I think that is some of them) also, she says ''You want a lover" and something like "Oh my soul" voice is like Joan Jett but is not..Checked google and nothing..Song has a rock beat and starts with bell chimes in intro. Heard song on Indie 103.1 and they did not help either..could be a New Wave artist and just made the one song..but I remeber she says"Whoa,Whoa,Whoa alot in the chorus...Help..song is driving me crazy looking for..many hours spent..

does anybody out there know this one..help locate this to be the master of lyrics...
