Solved: Girl on a Hill, Crying

I'm struggling to remember enough specifics to be able to pull it out of my head, but I remember the general song clear enough. It came out in the 90's, perhaps early 00's, sung by a man.

The lyrics were all about a girl who always cried, but when she smiled, it was the most beautiful thing. I keep thinking there were lyrics along the lines of her tears filling up the world, but my searches have not come to fruition.
