Have no idea what or who this song is...its burned in my head!!

I don't know who its by or what its called but here goes: its starts off with just a drum line and then some jamaican guy comes on and says " It can't be the drum" and then theres this dark bass line and he comes back and says " it can't be the bass" and then continues from there. any help would be greatly appreciated. Supposedly came on a green vinyl and is very rare and hard to find.
