Lyrics sound very much like Tom Jones, it may be a remix.

Chorus goes "Put your hands up, put your hands up"

or it may be "Get your hands up, get your hands up"

I think I have heard it in the past as well so I don't think its a 2007 hit. I have searched all over for it but keep getting bombarded with Fedde Le Grand results.
