Trouble Identifying Song - Song Clip Included - No lyrics though!

I recognize it from the 90s. At first I thought it was on the Empire Records soundtrack, or maybe from the Gin Blossoms or something, but I don't think so.

hiya peeps
i'm attempting to rid mesen nah. my virus software is still running through, it's caught em but i dunno what it's gonna do with em. hopefully heal or put in virus vault. just a matter of waiting till it's checked everything.

they were in my temp internet files. i've now deleted these, does anyone know if that will get rid of the viruses?????????
