I have also heard this song and im pretty sure it is by Guns n Roses cuz you can hear Slash say "were on em", after the guy says "you guys know anything about drugs". and if you listen to Rocket Queen on the live era cds the guy who asks for lights at the start of the song sounds like the guy who sings sex drugs and rock n roll but i have no idea who he is.
