Solved: Who sings "Who's to Say"?

I'm looking for a soft song; I believe it's called "Who's to Say" but I'm not sure. The only thing I remember from it is that it goes "and who's to say that the" and that's it a VERY soft song. The singer's female as well. It's also at least two years old.

It's not by Vanessa Carlton, the White Stripes, Pat Green, Jack Johnson or Home Town Hero.

I appreciate any and all help!

I could really use some help - this song is driving me up the wall. It's so hard to search since the only thing I know is that "who's to say" is in the chorus...

I've also learned that it isn't Blanche, Sonica or To My Surprise.
