Help identify a song! TOUGH ONE

Ok I am going to do my best to describe this one. I believe its a 90's song (not positive at ALL), with an electronic drum beat in the background. Female vocalist. The musical these is very similar to the song Silence by Sarah McLachlan, though the song I am referring to is quicker. Lyricist sounds like Sarah McLachlan but I am 99% sure it isn't her.

I know this is very vague but any help, starting with artists who would sing this genre of music would be great. I heard it at a restaurant some time ago and I the song jogged some memories.
