help with lyrics/song

It was around about ten years ago, was kind of dance/two tone, and the background lyrics sounded like "He dicky dicky dicky dicky dicky dee". Quite a lively tune. The video had a black staffie type dog running along the street and the camera kept panning into it's head and two black guys were operating controls in there, driving the dog.
