The most recognisable melody part is from 40 secs onwards. harmonica/mouth-organ section is quite clear.

It is not Springsteen, it's an Irish folk song (I heard a flute and/or uilleann bagpipes, fiddle and guitar).
However, I do not recogize the tune.
