prisoners of the earth

please can someone help me to find this techno song which blew me away in early 90's. the song was hypnotic and had a voiceover saying something like prisoners of the earth come out.....i will be eternally grateful for any feedback, cheers

The only song I can think of is Dye Witness - Observing The Earth but your lyrics are a bit different.
