Solved: ID obscure 80s discopop (female; uses Billie Jean backing)

I wonder if this one was anything official?
Considering how strictly Jacko pursued unauthorized samplers of his music, it's borrowing the Billie Jean backing in a bit too obvious way to be deemed official...?!
(Sounds 80s though, rather than being anything recent meant to sound retro...)

Taken off a worn-out cassette from an old mate of mine..

Been impossible to find anything useful through many years...
