Please help me identify this song by video clip, I'm desperate

Hi,

its clip goes like this:

the whole clip is in orange hues, it placed in ,what it seams, a mental house, and there is some guy that holds a radio, listening and dancing to this song played on it

and then a bunch of people in that place start also dancing to the music.

And in the chorus part there is a phrase "spinning around" or "spinning round", something like that.
All that sang by relatively high voice
