Literally "e' per the che..." means "it's for you that...". Here it is used to emphasize the idea that everything that exists in this world was made just for the little girl. Like she is the reason for the way nature is.

It's for you that the walls are white, that pigeons fly
It's for you the 13th december (Santa Lucia I guess)
