    Hallo Patrick,

    mit der Anlage sende ich dir unser Anmeldeformular in deutsch mit den Änderungen, die ich gemacht habe in rot.
    Carmen hat schon ein niederländisches Exemplar gemacht. Ein französisches müsste noch erstellt werden.

    Yes, you are basically correct.

    Carmen has already made a copy in Dutch.

    I would say: A French (copy) still has to be made.
    or
    A French (copy) remains to be made.
