Strange song from the 90s

This is a pretty obscure song, but maybe someone knows it. This song got in my head recently and it's been torturing me..

I remember sometime in the 90s this song became popular on the radio in the US. It's sort of a dance song, with most of the lyrics in French. The singer sounds like a little child's voice. The chorus goes something like this:

"Oy le baby. Je joue fun baby.
Oy le baby. Il joue fun baby."

With the last sentence sounding like it's shouted by a bunch of kids.
