It's not an online dictionary but yes it's a software.

I have it on two CDs and a CD always has to be inserted although it'd previously been installed on PC but it is possible to make a virtual drive on your PC and then you don't have to bother with the CDs
If you can't get the CDs, here you can DL a version which is only 4MB but it doesn't have pronounciation audio files like the original one
