90s - early 2000 funky dance song (preview link included) please identify.

Guys please help me out on this one, it's so goddamn catchy! This was recorded on a 2001 spring break. Searched for hours getting nowhere. It has a lot of background noise, i apologize for that, couldn't get any clearer.
