Pyromaniac song

Okay, I have a tape in my car that my uncle made for my dad quite some time ago. There's this song on it that has lyrics that go like this, but I cannot find the song.

I also think that at some point is has the sample of a woman's voice saying "Here in a house debate by city council"
The tape was made in the 1990's, so its probably a 80's or 90's song.
