Great Sounding Song, No Idea What It Is!

Morning all.
It's now 03:26 here in the UK and I've looked everywhere but I can't find who wrote this song, or what the song is called, what album it is on - Nothing.

It's in MP3 format, and lasts 48 seconds. Sean Lock the narrator describes the Austrian national football team as 'crap' - Sorry to any Austria fans!

As it was part of the soundtrack, it's got the commentary to the goals over it, it was a compilation programme of the best world cup goals. It sounds brilliant and I really want it.

It must be very obscure...I can't find the lyrics on google.

I think I can also make out the words 'on the wire', and 'suspicious', and 'letting goals in'
