I'm rather sure it's Cheryl Ladd ( yes she's one of Charlie's Angels!) with the song "Just Like Old Times". It's on the flip side of a single which only was released 1980 in Japan. I found a blog http://swivek.blogspot.de with a comment about the song with some lyrics that matches to sample and what you've heard
