This sounded like a kind of folk eastern european song. It hit the uk charts a few years ago (2004+), and it had a music video where they played a bit of it and then reversed the video, played it forward, then reversed it again. The actual scenes were just of normal people, such as a girl in a shop. The constant reversal of the video and playing forward should be the giveaway though if you know this.
