Can anyone identify this song

This has been bugging me for a long while ever since someone asked me to trace down this song. They don't know where they got it from or even what it could be from. I'm not even sure if the number on the track is of significance. All the information I have is just what's in the track itself. I'm fairly certain it's a Japanese song, but I'm uncertain. The clip isn't very long with maybe one or two syllables, but I hope it's enough.
