I don't know, but musically it has the chords and structure of a polka, mostly composed of I and V7 chords, and I believe that unusual descending scale is a harmonic minor scale, which is characteristic of music of Israel, Russia, and that middle east region. The lead instrument sounds like a synthesizer mimicking a harpsichord. Maybe those clues will trigger somebody's interest or memory.
