SOLVED: Pop song around 2001 that had French words and sad orchestral melody

I listened to this in 2001 and it was a poppy electronic song with a chorus that had a girl saying some sort of phrase in French and then something like "too doo doo doo doo doo" hummed like a melody and then the phrase again over this very memorable orchestral melody sequence. It was all very melodic The only similar song kind of like it might have been Garbage - The World Is Not Enough. It was a poppy but sad song and sounded like it was in a movie or something.
