    A Dylan-esque folk song definitely called 'Last In Line' but I can not identify the artist.
    I am 99.9% sure it is a South African.

    Well I thought I was on to something when I found the group, Mystery Tramp (which a line from the Bob Dylan song "Like a Rolling Stone"). While they do have a song called "Last in Line", I did not find a sample or lyrics. They appear to be a cover band but the songs they cover are more rock than Dylan-esque folk.
