the song goes, coco si ,co cosa, coco si co sa, sung by a kid or a few kids, i heard its french or italian early 90's i've tried google like for the past 2 yrs my friends can only hum it but im goin crazy over it,

Can't help you with either title nor artist, but I remember the song well. The vidoe had babies in it.

I' m pretty sure it's french and I think that 'come si, come sa' is a key expression
that spelled correctly together withthe word baby spelled right in French would result in some google hits.

I think the song you're thinking of is by Jordy. It is french, and I think it's called C'est dur dur etre bebe, or something similar.
