    I believe it's the Canadian band "Welcome" from their (super rare) album "Like A Stars Microphone" (2000). The running time of the tracks match (2:55) and they are the same genre of music. The lead singer is Stew Kirkwood. He has done some solo work at that link which sounds similar.
