I'm searching for the artist of this song

So the song is called good morning and I know it has been sung by Judy Garland before. This song isn't a duet like the previous and I heard it in a commercial for Belgacom I think. It's in Belgium so you might not have seen the commercial. The voice of the woman who sings the song is not high and a bit raspy at some times. I really hope you can help me with this one.

I only found one reference to another female artist who also recorded the song, "Good Morning"(words by Arthur Freed, music by Nacio Herb Brown. Dolly Elsie sang the song on a 1992 album, "Cream of Jack Hylton" which is a collection of songs recorded 1932-40 (see following link).
