House/Dance track that had a cool line-animation video

Right at one point I knew the name of the artist and the song and tried for ever to get it on vinyl to no avail. However the mists of time have descended and I can't remember either, which now we're in the digital age and I should be able to find a mp3 of it somewhere is quite annoying. I'm hoping what I can remember may jog someone else's memory

The video was distinctive: crude-effect black and white line animation of a crazy figure that stomps along and shouted along to the song

The song was a house track and the stand out feature was the shouting, which happened throughout the track and was like a jazz scat type thing

The DJ/producer was a German
