Can you please help me figure out the artist or album of this song?

I recorded the song from a radio program in the late 90s or very early 00s onto an audio tape and then later made a digital file from the audio tape. The tape was in very bad shape, so the audio to the song is probably a bit pitch shifted down relative to what an original digital copy of the song would sound like. I want to find out what the song is because I think this singer has a good voice and I want to be able to buy a usable copy of the song on some mp3 sales website.
