Well, the song is Muzej revolucije by Zabranjeno pusenje and the text is a part of a Tito's speech but I am not sure if I got it right:

Mi drugovi smo niz puta govorili o tome da treba vodit brigu o čovjeku a ja mislim da je toliko zasjenile su te razne investicije, razna trvenja (?) u pitanju investicija, u.. u .. ovaj, zasjenilo i u očima i u mislima ljudi da su oni zaboravili čovjeka, a mi bez čovjeka ne možemo stvarati.
