    Atmaster you are right, it sounds a bit like Puttinīon the Ritz, but I read (as fas as I could) the statements underneath the youtube video and there someone mentions Chris Rea.

    Wow, the comments mentioned a different song by Chris Rea (Speed), which only had a little bit of piano playing this melody, but this song is definitely lifted from the same source as the Russian song! The thing is the original I heard was from 60s or maybe 70s...

    Thanks. Nice song, but the one I am trying to find was an almost exact copy. If you heard it you would know that immediately...

    Also, It has a folk dance quality to it, almost like a polka.

    I don't think it was American, but I am not sure now... It wasn't a comedy type of thing for sure.... With regards to the folk quality, it might be actually klezmer. However, at the time when I came across it I think (if I remember correctly) I was browsing Django Reinhardt type of music... I think the vocalist was a woman and she was accompanied by a small jazz/swing type of band... Again, the video looked like it was from somewhere around 60s...
