This is a nonsense song - a parody of a popular French song from 1917 called
'Titine, Je cherche a Titine' 'I'm looking for Titne'. First sung by Frenchman Léo Daniderff with lyrics by by M. Bertal, B. Maubon and Henri Lemonnier.

Chaplin sings a gibberish song with elements of English/French/Italian/Spanish which makes no sense. Not surprising as he's lost the words he wrote in English on his cuffs:
