"Sepas" it's the present of subjunctive of the verb saber. Sabes it's the present of indicative.
As a general rule, in spanish when a verb goes immediately after a "que", that verb must be conjugated in subjunctive.
Quiero que sepas...
I want you to know...
Tú sabes que te quiero.
You know I love you.
