Sometimes songs/poems have expressions that are unique to a country or city and so these are difficult to translate literally, even if someone is a native speaker. In the sentence in question, i even think there is something gramatically wrong and that is why it is hard to understand/translate it.

Anyway, Layla, to answer your question, "arroyo" means a small river, ie: a stream, so let's try to analyze the meaning again:

hasta ver que mi llanto ha formado un arrollo
until i see that my tears have formed a small river (this makes perfect sense)

de olvido a negado - these are the 4 words combined that are confusing and not sure how to connect to the above sentence; literally, "de olvido" = of forgetfulness, and "a negado" = has denied it.

Literally, this cannot be translated, however, my best guess is that he is saying that he wishes the river would wash away his tears and memories, but that he is still not able to forget..

My mistake was that I was thinking of "olvido/ negado" as verbs, however, they are not verbs in this context, but nouns describing the person's state of mind:

de olvido a negado - from being in a state of forgetfulness to one of complete unawareness (obliviousness), therefore:

hasta ver que mi llanto ha formado un arrollo, de olvido a negado
until i see that my tears have formed a small river (stream), from forgetfulness to obliviousness (unawareness).

Another words, he wants his memories completely erased & forgotten......puzzle solved!
