the expression gülün bittiği yer, meaning where the roses grow, comes from the folk saying hocanın vurduğu yerde gül biter, meaning rose grows where teacher hits/slaps. it's said by the parents to console the children who are beaten by the teacher. when someone is slapped on the cheek, the cheek actually reddens, that is, it becomes rosy. hence the saying. they mean that "don't be sad or angry, don't cry. if the teacher beats you, it's for your good."
in the lyrics, the meaning shifted to mean where someone is beaten, and as the word içerdeyim indicates, it's jail or the detention room at a police station.
içerde, meaning inside, figuratively means in jail or under police detention.
the song is a generic story of those who were taken into custody for political reasons.
