Solved: Search for Song by Lyrics Snippets (Early Riser?) - 60s 70s

Hello, whoever you are!

I'm getting a little desperate so I joined AllTheLyrics in the hope
of finding help here.

In the second half of the seventies and early eighties in the last
century I heard a song on the radio which could have been
performed and even written by "Fairport Convention" or "Pentangle".

Besides the approximate tune (which is no real clue here, obviously)
I know some snippets of the lyrics. These are:

"And in the dawn (dark?) the children whisper: This is (was?) the
sound of the early riser, the prophet of our town."

"He screams: The (whole?) world is mean."

"Watching the children of tomorrow's world."

If I only knew the title of said song, then I could try to find it
somewhere.

So I beg you to help me there.

but I never knew that song was written and performed by them.
(I heard the song in an ORF* broadcast called "Melodie exklusiv"** a long,
long time ago.)
