in both instances isn't it 'ca'?

and in this sentence... 'Pe-acel ce-l asteptam'
is it 'pe-acel ce-l', or 'pe-acel cel'
I've seen it written both ways...

In this example the correct form is exactly how it's written: "ca" . If you saw it differently (that is, if you saw it as "că") , it's wrong written.

Whoever wrote in that example as "cel" .... if it's an Romanian person, he/she is definitely an illiterate person (and needs to go back to school in order to learn again to spell/write in his own language...).
In your example, the correct form is "pe-acel ce-l asteptam".
