late 80's metal band??

Any one know what band this is from...It's not a song but a crazy man talking. It goes something like this...
..." i don't know if you would agree...would you hand me that ash tray, what it is, They threw em in the paddy wagon and beat em to death... It's like silly puddy and I knocked the front wheel off in to outer space, and I kinda got angree myself, I like salad, I just ate a nice salad... baked potato and some chives... i like to eat a salad when you have something in mind..........(enter heavy metal music)

We use to listen to this all the time, and I would like to know whos album it is on.... Must be late 80's metal band. Thanks
