It's an idiom that's being used by the people who live (or used to live), in the Ionian islands known as "The Eptanissa".
The word has mainly two meanings
1.
"Sweet craziness": People from Eptanissa always act and speak with a more energetic way than the other Greeks usually do.
They seem to enjoy that difference by using that world as they speak for themselves.
2. "Spontaneous act of craziness": So as they're familiar with their way of doing things, they use this word as a noun meaning that somebody made an act with absolutely no thoughts about the act itself and the results of it.
